No. Being good is an unnecessary and insufficient condition.
Prophecy requires a person to be able to hear the messages of a Divinity or Spiritual Entity and relay that message to other people. There is no requirement that prophets be good people (Balaam is a perfect example) and certainly not all good people have the gift.
