The question is not entirely clear. Are you saying is an arrest for trying on jeans illegal when you have not left the store? If you never left the store with the jeans you cannot be arrested for shoplifting. Depending on what country you live in, it may or may not be "illegal" to have been arrested for that but it certainly would be a wrongful arrest and I can't imagine any prosecution for shoplifting on the basis that you tried on a pair of jeans in a store would get very far and it would presumably be dropped at an early stage. After all, people expect to be able to try on clothes in a store to see if they fit! However, there may be other circumstances you have not mentioned. Say, if you placed the jeans in your bag whilst you were in the store, which was witnessed by staff who then detained you - the staff may claim you intended to shoplift the jeans but if you never actually left the store with the jeans - in the UK anyway - you have notcommitted an offence. I'm not sure about the law in various states of America but the principle seems logical and I don't see why it should be any different. If you meant - is it illegal to try on jeans in a store and can you be arrested for that? I think this also answers your question.

It all depends on the facts of the case. If you managed to get out of the store and ditched the proceeds of crime before you were caught, just because you didn't physically have it in your possession, doesn't matter. The theft occurred the minute you passed the last available "pay point" (cash register or check out) as you left the store with the item(s).
