Yes. It is illegal to tattoo at 13 year old even with parental consent in MI. If the 13 year old is tattooed, the tattoo artist is guilty of a crime. If the parent assists in the crime, he/she is also guilty.

I disagree with Mike. It is NOT 18 in every state. In fact, if you have your parents consent and are 16 you could get one in Michigan. I know this for a fact because not only do my 16 year old classmates have one (several do)... But I am also getting one soon. (age16). We are from Wisconsin and it is pretty easy to cross into Michigan and get a tattoo then come back. Michigan is not the only state but I don't know or remember any at the moment (easy to remember whats right in front of you.) But if you looked, you might be surprised. By the way, on a side note... Chameleon tattoo ink sounds awesome, right? XD
