Returning the vehicle has no legal effect on having stolen it. In all Criminal Codes, the world over, the offence of stealing (auto or otherwise) never includes a provision for excusing the offence in the event that the thief returns it to the owner. However, the common law definition of stealing includes in its definition the phrase 'an intention to permanently deprive the rightful owner of (the thing)'. Bottom line is a car thief, if caught, will be charged with some offence and there is a sliding scale from say 'grand theft auto' (a car stealing racket) to 'unlawful use'.
