Generally speaking NO! The only reason to administer that test would be to gather evidence related to intoxicating substances. There are other minor reasons but from a police standpoint, that is the paramount reason. The case: Missouri v. McNeely in April of 2014 brought this to light in the case of a suspected drunk driver. The court ruled in cases like this that the forceful removal of blood requires a warrant. The only exceptions are in cases of life and death, or loss of evidence and this would not apply to arrested intoxicated persons. So the same principle could be applied to urine samples. The arguement against this is the loss of evidence due to metabolism, but the court held that given the gravity of the situation, the loss of evidence in those instances does not have weight. The case is Missouri v. McNeely, 11-1425.
