Physically they can, if it is a male chihuahua and a female German shepherd. However, there is no point in creating another mixed breed litter when there are so many dogs needing homes in shelters and rescues.
I really don't think it would be a good mix, even if they did manage to mate, which is highly unlikely, the pups would be too big for the female to carry.
It would kill the female at birth, and if not that being the case have some very illhealthy puppies.

Through my personal research, I find these breeds to be most consistently mentioned in literature about dobermans. - also the breed has changed since it's arrival to America after WWII.
Don't add another German Shepard. Male or female,they will fight. Maybe add a smaller dog.
