Whilst it is possible to breed from an Australian Shepherd on there first heat cycle, this is NOT advisable. As your dog is still developing, if she becomes pregnant she will have to give her vital nutrients and vitamins to her growing puppies, which would stunt her growth. It may also be damaging to both her physical and mental well-being as she is too young. You should wait until she has had at least three heat cycles before breeding from her.
A female shouldn't breed on her first ever cycle.
They were first bred to herd cattle.

This breed is for the experienced dog owner who understands flock guardian temperament. They should not be in the hands of first time owners who do not have the necessary experience. It is best to start with a breed such as the German Shepherd before considering a large, guarding breed like the Central Asian Shepherd Dog.

I am not absolutely sure which breed was the FIRST war dog. I have a large beautiful Poster showing the dog breeds used during World War II. They are the Doberman, Bullmastiff and German Shepherd.
After the war, the breed was noticed for its skills and taken back. They had to change the name however, to Alasatian.
The first heat cycle for a female dog would be between 6-24 months. If she doesn't have her first cycle by then, you take a trip to the vet. And it doesn't necessarily matter what kind of dog it is to have a certain heat cycle. Hope this helps!
