Most if not all states require you to change your licence if you live in that state but since you are buying a car it should not make a difference since you can prove your residence. You will have to register the car in Virginia first then get the title changed to New York. This would be extremely difficult if the car is not paid in full unless you are a dealer which might make it easier for you. You can buy a car anywhere as long as you don't mind the car being registered in that state and paying the appropriate fees to the state you bought it in.
