Well, yes and no. NFA Title II items (machine guns, short-barreled rifles and shotguns, AOWs, destructive/explosive devices, etc.) may only be sold through a dealer with the appropriate Special Occupational Tax stamp attached to their Federal Firearms License, after the purchaser has been granted an NFA tax stamp. That applies not only to Virginia, but to the whole of the United States, including all states and territories of the United States, incorporated or otherwise. There is no variance between states on this.

So while a private seller may post the sale, and the funds for the firearm may be posted directly to them, but the sale must go through an NFA licensed dealer, regardless. You can't purchase and take possession of it directly from a private seller, however.
