If you want your vehicle to operate properly, you don't. If you bypass or disable the ECM, the motor isn't simply going to revert to functioning like a mechanical motor - many components of an electrical motor are dependent on the ECM in order to properly function. If you want to bypass the speed governor, you need that to be reprogrammed.

First of all what is the problem you are having? The main thing the ECM on this vehicle is controling is the fuel richness. In other words if the ECM is not working then the jeep is either not running or not running well ie.. too rich (black smoke) or to lean. The stock carb is garbage and should be replaced with something like a motorcraft 2100 ( better than weber) and do nutter bypass. with # 49 jet should pass inspection. Nutter bypass will bypass ECM and run much better.

Fuel pump
Limp mode is controlled by the ecm (electronic control module). The ecm sets a trouble code (DTC) when there is a problem with a sensor or its connection/wires. Remove the battery cable for a minute or so will reset the ecm code. Check the connections/wires first and post back with the code.
DIY'ing it, not really. That stuff's programmed into the ECM, and it won't respond to a start command without that signal.
