In California it is illegal to carry a Baton or any type of "Billy". It is a Felony and punishment can be at least 1 year maximum in Prison. However if it is on Private Property(wich a car is considered) there is no law against it. However that is debatable. It is not illegal to own one in your home, However I have a collapsible Baton and carry it with me as I believe in our second amendment. A "Billy" is clearly an arm in which is governed under the second Amendment, as is my Ka Bar combat knife that I carry on me at all times.
