Electronics like this should be stowed in checked baggage. Its also very bulky when you bring it with you. Better to include as checked baggage.
It can go in either. I carried a travel dryer with me last summer when I went to Russia and had no problems with any of the baggage checks.

Yes for the hair dryer, but the straightener ( if it is a cream or liquid) needs to be in a plastic bag and less than 3 oz. If you put it in checked bags there is no question, but you can carry it also in a carry on if you meet the requirements above.
depends on the wattage of the hair dryer. most are 1250 to 1600 watts so a 20 amp gfci circuit would be able to carry the load of a standard hair dryer.
