If you are a police officer or retired police officer, yes, you can carry under HR218, but you are supposed to abide by individual state laws.

I understand that, but I would like to actually read the entire HR 218 bill.

No, they cannot. Since they are not peace officers, they are not protected under HR 218, to carry off duty. They are considered conservators of peace. This means they may carry from a maximum of an hour before, and up to an hour after their duty at their facility. They must check in or lock up their sidearm before starting duty.

Are off duty law enforcement officers required to carry a weapon while off duty under the homeland security act of 2001?

No. The Homeland Security Act and PATRIOT Act had no effect on off-duty officers and firearms. The Law Enforcement Officers Safety Act, also known as HR 218, was signed into law in 2004. It permits, but does not require, full-time American law enforcement officers in good standing to carry concealed firearms throughout the United States, regardless of their home jurisdiction. Honorably retired officers with 15 years or more of full-time service can also carry their firearms concealed, so long as they pass an annual qualification test and carry proof of such qualification with them.
