Can you change an oil pan on a 1995 Crown Victoria without lifting the engine or just lift the engine a little?

Yes. Remove the small exhaust tube that crosses under the front of the transmission (may have to saw it). Remove the long bolts in left and right motor mounts. Drain the oil. Remove radiator shroud bolts and leave it loose. Jack up the engine enough to insert small 2x4 block between motor mount and pad. Remove pan screws and drop pan about 3 inches. Remove the gasket with your fingers. Reverse order to re-install.

Without knowing what application you have this cannot be answered. For the majority an engine does not have to be pulled. It all about whether you can access the heads for removal or not.

take the engine out is the easiest way but you can try lifting the engine high enough to get to the bolts and hope the pan clears the suspension.
