I don't know whether the merchant agreement allows explicitly charging a fee for using a credit card or not, but quite a few business used to set the "regular" price slightly higher to cover the fees charged by the credit card company, and then offer a discount to people paying in cash (or, in the case of gas stations, using the oil company's own charge card), which in practice amounts to pretty much the same thing.
