IRA withdrawals without penalties are allowed when a person is disabled under certain established provisions, by the IRS. Other than that it would depend on the institution that holds the IRA monies to decide how disbursement is done. State laws govern Workman's Compensation Insurance therefore whether or not an IRA withdrawal amount would affect the WCI benefits would be determined by the applicable state law(s).
