The only way to stop terrorism is improving the lives of poor people and arresting (not killing) high-profile leaders.
The alternative has provided more available manpower to terrorist organizations by people who lost relatives to the so-called military solutions to terrorism. Point in case: if you lost all your family (mom, dad, brothers, sisters and husband/wife or children of your own), surely you wold be more than eager to join any organization that promises you "the heavens" in exchange of killing three or four hundred of the enemy, right?
