If you need a 220V outlet in a location where there is an existing 120V outlet(s) hire an electrician to run entirely new 220V wires from the breaker panel. He may even have to add a new dual pole breaker for the new circuit (use of two standard single pole breakers on a 220V circuit is a code violation, which is what you would get if you did somehow connect two 120V lines and actually get 220V).

The answer is yes, provided your 220 line has with it a ground wire (usually white). You simple connect two wires to the white ground wire that runs with the other two 220 wires (red and black). These will be used as ground wires for your 110's and should also be white. You can then use one of these two ground wires with one of the 220 wires ( say the red one) to form a 110 circuit. You then use the other ground wire with the black 220 wire to form your other 110 circuit. This will probably not satisfy your local housing code. If you do this I suggest not using more then 5 amps in each of your 110 circuits. No more then 5 light bulbs per circuit.

If you mean can one 2 pole breaker be used to replace two 1 pole breakers in an electrical panel for 240 volts then the answer is yes. If you consider doing this the first thing is SHUT THE MAIN BREAKER OFF. Use an auxiliary light source to see when working in a dead panel. Always keep in mind an ARC FLASH ACROSS HOT MAINS HAS ENOUGH HEAT TO PEAL THE SKIN OFF OF YOU. Any 120 volt outlet can be changed to 240 volt by removing the 120 volt circuits neutral, re identifying the white wire with red phase tape and connecting it to a new 2 pole 15 amp breaker. The maximum that this circuit will now load up to is, on #14 wire at 80% = 12 amps at 240 volts. The 120V receptacle must be changed to a 15A - 240V receptacle so that 120 volt devices can not be plugged into it. Never use 2 single pole breakers together because code requires that on a fault trip both legs of the 240V circuit must be disconnected simultaneously.

your outlets work on AC current(alternating) meaning it cycles from -120 volts to +120 volts 60 times a second.... there are two phases in your house at 180degrees of electrical separation(meaning that while one phase is +120 the other is at -120, +90 -90.. etc etc assuming they are phased properly. so.... from -120 to 0(120 volts of difference in potential) then from 0 to +120(120v diff in potential) you get 240 volts for your stove.
