Make sure you have a sturdy pair of scissors and determine first if you are cutting through anything like wire or some other framework that was used to keep the paper mache solid - you don't want to ruin the scissor blades by cutting metal mesh! Depending on the thickness of the paper mache, you may choose to use heavy duty hobby shears or even metal cutters for maximum ease and efficiency.

Wrap your arm with an old sock or ace bandage first. Enlist the help of your mom or friend to help you. Wrap the paper mache strips around your arm making the cast. When it's dry, cut it off. You can then hinge it so you can take it on and off without breaking it. (I would hinge it with Duct Tape and paint over it.)
If you do plaster of paris, it will be more cast-like. It will be harder to cut through too. But it can be done.
