Because it inputs a command into the computer. If you move the mouse to the right then the cursor goes to the right of the screen. If you click the mouse then whateve the mouse is over will either be highlighted or opened.

Yes. Simply put the mouse & keyboard are both considered input devices because when they are connected to a computer, they are "inputting" information in order to work. Grant it the computer is giving them power, it is the device itself that is giving the computer the ability to use it.
