No. Gas water heaters are not all designed to use direct venting.
heater vent will not readjust to any position
An electric water heater does not need a vent (or flue) though you will want a plumed out piping on the pop-off valve on the heater. We've got that but the supply line (cold) is insulated but sweating; probably due to change in water temperature vs. ambient temperature. The water heater is inside the closet which is accessed from within our bedroom closet. There is no roof vent and there is a door on the closet. My thought is to put two vents--one down low & one up high--in an effort to allow the moisture to escape. Any thoughts?
Any propperly installed hot water heating system will have a high point vent. This consists of some sort of valve at the highest elevation of the entire system. Since air is lighter than water air will collect at the vent point. When the system is under pressure partially open this vent to allow air to escape. When water comes out the vent close it. This may have to be repeated several times to get all of the air out of the system.Open the hot water tap on the sink farthest from the water heater. Be sure the supply valve on the water heater is fully open.

Well that usally means you have a rat or mouse nest in your heater vent box. Pretty common if you live near open fields. Take the vent box apart to view any blockage from the heater core to the vent box or a hanger gently down the vent opening see if you pull grass or straw out.
First, check your rad level, possible heater core plugged, vent door problem, feel the hoses at the firewall where the heater core is, if they both feel hot it is not hte heater core, rev up the engine to 3,000 rpm... if it heats up it could be a bad water pump!

If the installer used CHEAP single wall flue pipe (sheet metal) and the heater is running for an extended amount of time YES it gets very hot and double wall piping should be used when passing through any flammable area AGA , NFPA 54
that heppend to my car i had to finaly replace the heater blower so it could be the same thing

Its a big issue you should call a water heater repair person to solve this issue. As after some time it will damage the water heater so you can call any professional plumber to solve this issue.
