No. To operate any vehicle either carrying or designed to carry more than 15 passengers (including the driver), you need a CDL and passenger (P) endorsements (school buses require either a P and S or just an S endorsement, which encompasses a background check). With the seats in it, any bus designed to carry more than 15 persons is a CDL vehicle. Remove the seats, and it can be registered as a Class 6 vehicle (so long as the gross weight is kept under 26,000 lbs.) and operated on the same class of licence that you operate your personal vehicle with.
