In California, the age limit to drive a golf cart is sixteen. However, it is illegal to drive a golf cart on any actual roads in any state within the United States.
Maybe 15 or 16 to drive a golf cart in Florida.

As long as you're on private property it doesn't matter what your age is. Can't operate a golf cart on a public highway or street.
