Yes, a New Hampshire teenager can drive into Massachusetts without a driver's permit. But the action would constitute a violation of the vehicle code in Massachusetts. It's unwise to do something like this. Why? Glad you asked.

Any traffic stop will spell trouble. You won't be able to drive away (for lack of a license or permit), and the vehicle will doubtless be towed. Further, the teen will be guaranteed a ticket (or more), and may end up in custody. All this may affect her/his ability to actually obtain a license later. (Don't even ask about how it affects insurance rates!) There's a bit more.

Should a minor accident occur, even if it is not the New Hampshire teen's fault, that teen is already in violaton of the law and will be in even more trouble. The consequences will follow that teen for a number of years. If a major accident with injury or a big crash with a fatality occurs, that teen (if s/he survives) will regret it the rest of her/his life. It's that thing about a lifetime of regret for a short period of high jinx. It is better to "gamble" on something where you (and/or possibly others) risk much less loss.

No. An individual may practice driving of a non-commercial vehicle on New Hampshire roadways provided they have attained the age of 15 1/2, carry proof of age, and are accompanied on the front seat by a parent, legal guardian, or other licensed adult who is 25 years of age or older.
