I just went to the Missouri Department Of Motor Vehicles website and it looks like a registration IS NECESSARY on ALL vehicles in the state. Driver's Licenses have nothing to do with registration.

hey there... If you receive your learners you may only drive with a passenger that has had his/her full license for 2 yrs. On your restircted you may either drive all on your own or with a full license holder in da passenger seat. There are conditions driving alone. No you can't...your learner's permit allows you to drive only with a licensed driver over 21...your primary license (or whatever its called...the one you get for the first 6 months of your license) allows you to drive to school, work, church, and drive a sibling places.
