No. Photoscape is just for photographs/pictures... not video.

You can use iMovie to edit your ipad2 videos.
You Need To Combine the picture then edit it then put the swirl then rearrange it to whatever you like then save it then go on photoscape again and clone the face or whatever. then there you have it!

If you want to edit videos, get a laptop. Mobile phones are not advanced enough to edit videos.
To download Photoscape you need to go to the Photoscape website and click on the Download button. Photoscape only works with Windows and is not available for Mac OS X. (See links below)
There is an inbuilt editing tool which allows you to edit the length of the video but for the best editing you would need to download iMovie from the app store and use that to edit and add stuff to your videos.
Photoscape is available in multiple languages, including English, Korean, Japanese, and more. The best language for you to use in Photoscape would depend on your own preference and which language you are most comfortable with.
You log on to youtube, then you click on the little arrow in the upper right corner next to your username, and then you click on My Videos. Then, your videos will show up and then you click on "Edit". There you can change information.
