A little bit of rice milk will not harm a mouse but a lot can harm them since they cannot burp of cough. But i agree, evaporated milk is much safer to use.
Cow is usually the type of milk that is used. It is often warmed to room temperature and soaked up with a small amount of bread.

No!
It is best to feed an abandoned baby mouse regular or kitten/puppy milk mix diluted in water. Once it has opened its eyes it is ok to start giving it bits of solid foods like cheese, or specialized mouse food. Depending on the age normally every two hours, When I nursed baby mice they were still pink and hairless. Use a small eye dropper and DILUTED kitten/puppy milk. Whole milk like humans drink will constipate them. In addition be sure to keep them warm Preferably using a heating pad. Mice are easily constipated you must induce the passing waste by gently wiping genital area with a warm wash cloth! Hope this helps
