It's best if you avoid feeding spoiled or moldy feed to cattle, particularly cows in calf or with a calf at side. Mycotoxins in cattle is a result of feeding too much moldy feed, and thus poisons them, something you don't really want to have in your animals. It's okay if you're feeding it occaisonally to stocker steers, like if it's mixed with non-smut-covered seeds, but don't feed it straight because they may not eat it anyways. They do that with moldy hay too, they leave the bale be until they're really hungry and don't have any other feed left, and then they'll eat it.
The other side of it is that sometimes you can't avoid it. There may be a bale of hay that is mostly good, but has a little spoilage, but really a little spoilage isn't going to hurt. It's the fact that feeding moldy hay (or a bale that's spoiled through and through) that's the problem. That's why I mentioned to mix the spoiled barley with non-spoiled barley.
