If it was a firearm originally manufactured without a serial number (serial numbers weren't required on firearms in the US until the passage of the Gun Control Act of 1968), then no. However, a firearm which originally had a serial number and had it removed - very much illegal.

There may not be one. Federal law did not always require a serial number be present on a firearm. If that rifle was manufactured prior to the 60's, it may not have one.

You have made an incorrect assumption- that a serial number is unique to only one firearm in the world. It is not, or serial numbers would run in the trillions. There is no master list that says THIS serial number was used for THAT gun. Are there no other markings on the .22 rifle?
As firearms are usually numbered in sequence 12472 can be almost any firearm from the Brown Bess Musket to the most modern weapon. Simply put there is a 12472 in every mark of firearm manufactured in production for the last 300 years. More simply put one cannot identify a firearm from a serial number.
Have the model and serial number of your firearm handy, and call Ruger @ 603-865-2442, and they will reply (usually within a week) with the month and year your firearm was manufactured.
