It would be like saying that the other country has preeminence over the US, even in US territory. That would be ignorant and disrespectful, and possibly even illegal. Can you imagine going to any other country, and flying the US flag there, above the flag of that country? It may not be a formal declaration of war, but in the eyes of many it would be very close.
