You can only gain weight by eating more food (of any type) than your metabolism needs to maintain your body in a healthy state. (No-one with anorexia qualifies here, because anorexia is wilful and obsessive starvation to maintain a dangerously low body weight.)
It does not matter what kind of food you eat in terms of gaining weight. But the so called 'white foods' rice, wheat, potato sugar eaten in excess are likely to help you get fatter quicker. Carrots and peas, and indeed most vegetables, are very very high in water, perhaps over 90%. So they are less likely to help you gain weight.
