No. 22" rims will rub and scrub. You will need to do downsize a bit there.

the largest size tire that will fit on a 13 inch rim without rubbing the wheelwells on a Chevy metro is 175/70R13
The tires that came stock on the 1959 Impala were the OEM. On the convertible they were the 235 blue-flame tires. OEM stands for the original equipment manufacturer.
Base models: P225/60R16; Impala SS: P235/55R17.....
They were definitely 15 inch rims and the tires were most likely 205/75R-15

If you increased the size of your tires (wider rims without an offset or larger off road tires without a lift kit) and/or lower the profile of the vehicle with shorter springs, the wheel clearance has been changed and the tires are rubbing against the wheel well.
It depens on how much lift is on it, but without a lift you should comfortably be able to fit 33x8 sized tires on them with little or no rubbing.
...You might be able to with a lot of cutting at the wheel well, fender and bumper. Probably not, get the lift kit & tires.
