The information required to provide a vehicle data check (often referred to as HPI) is provided by Insurance companies, the DVLA, and the police. This information is sold at a great cost to companies who provide car check services and giving this information out for free would make a very bad business model...!
There is some confusion as to why some checks cost £3.95 and others as much as £39.95 and for the most part this is very much like a jar of mayo costing £1.80 in Tesco and £1.40 in Morrison's Its the same product (data from the same source) being sold by different companies.
You need to check that the data you are buying includes, Stolen check, write off check and outstanding finance checks as some of the cheaper services don't provide the latter.
