It does not appear to be illegal under Arizona law, however, under Federal law, it is illegal for someone under 21 to buy a handgun or handgun ammunition from a licensed dealer. Federal law also prohibits "straw man" purchases for the purpose of skirting the prohibition. So, a person who is legally permitted to purchase from a licensed dealer could not make a purchase with the intent of transferring it to a person who would be prohibited from buying from the dealer. So, a bona fide gift, say from a family member, is probably allowed, but a sham "gift" simply to avoid the federal law could cause problems.
