Headache from exercise can be caused by many things. Dehydration and low blood sugar being two of the main causes.

There is a type of migraine brought on by exercise, called exertional migraine. It is generally one of the shorter bouts of migraine - still triggered as any other exertional headache is, by dehydration, low blood sugar, or the increase in blood pressure.

No. Headaches can compromise vision and balance. Most headaches are caused by dehydration. Dehydration and exercise are a deadly combination. Rehydrate/clear the headache first.
