No. It would be considered animal cruelty to force a horse to consume Alcoholic Beverages which are unnatural & unhealthy to the animals diet. therefore the answer is no as I would not want you to do anything illegal, immoral, and just plain wrong.

Depends on your state, but in most cases no. The Pennsylvania Supreme Court recently decided that riding a horse drunk is not a DUI as a horse is not a vehicle. See link.
