Depends on your state, but in most cases no. The Pennsylvania Supreme Court recently decided that riding a horse drunk is not a DUI as a horse is not a vehicle. See link. ADDED: Its never wise to make positive statements involving the law or it's enforcement. Like most things involving the law it can depend on where you are. See this website from just a few days ago; http://www.wtop.com/?sid=1588306&nid=456
If it's on a public road... yes it is. You can be charged with being 'drunk in charge'. It's also illegal to ride a cycle on a pavement or a path not specifically designated as a cycle path - regardless of whether you're drunk or not.
The charge would probably be 'public intoxication'. Not in most states. You need to be "Operating a Motor Vehicle" and a horse is not a motor vehicle. If you do some research on the web you can be armed with as much knowledge and info as an expensive traffic attorney. You will be able to argue your case and maybe get a reduction or dismissal of the ticket.
Most horses of law enforcement officers like LEO K9's are officers also. Killing a LEO horse will result in your being charged with killing a law enforcement officer. At minimum, you may be charged with destruction of livestock, or destruction of government property.

Being able to groom a horse completely and thoroughly allows you to 'market' your skills to other horse people who cannot or will not groom their own horses thus allowing you to charge them money for your services. being able to braid or band manes and tails and clip a horse can earn you even more money than just being able to do a thorough show grooming.
yes he was very, very, drunk he almost fell off his horse when he headed out togo fight in the war!
