There have been no updates of any kind for Windows 98 since 2006. Microsoft is in the process of removing any of the old updates for Windows 98 from their site, which would make it difficult to patch a freshly-installed copy to the maximum available. However, there are many copies of the updates and patches mirrored at other sites; you just have to install them manually.
Bottom line - there have been no patches that would affect Windows 98's performance, stability, or fix any flaws made in many years, since at least 2003. There have been no security patches since 2006. There is thus little practical advantage to trying to have a totally updated system anyway, since many problems were never fixed, and you will be nearly three years behind in desperately needed security fixes, even if you had the latest ones.

You have not mentioned your laptop model. Most likely your sound card is not supported by Windows 98. You must have got the Motherboard CD when at the time of purchasing. Try to find the sound driver from that CD. However there is more chance that you will not find the driver for windows 98 in CD. I will suggest you to find it from internet or again install Windows XP. Note from the asker: It is a Dell Latitude designed for Windows XP Home.
