Only about half the states allow emancipation. And of those that do, most of them require you to be 16 or older.
Until you have reached the age of majority for your state, you do have to abide by the parent's wish, unless you become emancipated.

in the state of Florida there is no defined age so with parental consent you can get a tattoo at any age over six months of age, but there aren't many places that will even touch a minor parent consent or not.

It will depend on the state in question. In some states in addition to parental consent a court order is required for someone under 16 years of age.
