Once you obtain a bachelor's degree, you are no longer eligible for state and federal grants. The other option is a guaranteed student loan. However, you would have to pay this back starting six months after completion of the second degree or starting six months after you stop attending.

I have heard, but cannot verify, that there is a maximum cumulative credits Stafford will make loans for. So if your second degree, combined with your first degree, requires more credits that Stafford will pay for, then you might lose federal assistance part way through that second degree. I do not know whether or not federal assistance for a second bachelors eats into potential federal assistance for graduate level degrees.
