You can get Stafford Loans, subsidized and unsubsidized, for a second bachelors degree - or at least for part of it. As far as I know, you are no longer eligible for Perkins Loans or Pell Grants.
I attended Colorado College 1998-2002 and got a BA in English. For that I received Stafford, Perkins and Pell assistance.
Now I am attending University of New Orleans for a Civil Engineering BS. I received about 6k per semester for 4 part time semesters (2010-2012), and expect an additional 6K per semester for 4 additional full time semesters (2012-2014). All Stafford.
I have heard, but cannot verify, that there is a maximum cumulative credits Stafford will make loans for. So if your second degree, combined with your first degree, requires more credits that Stafford will pay for, then you might lose federal assistance part way through that second degree.
I do not know whether or not federal assistance for a second bachelors eats into potential federal assistance for graduate level degrees.

If you are taking a double major it should have no affect. If you already have a bachelors degree, and now planning to the another degree, then you will not qualify for financial aid assistance.

There is absolutely no benefit right out of college for your first job. The masters degree will benefit you later down the line in the 3rd, possibly second job......It is recommended that communications majors enter the market after the bachelors to get experience, and slowly work on masters. Many companies have tuition reimbursement as well which is another reason to go ahead and join the work force.

You can however you would have to look at a specialized program. There are Accelerated Second Degree programs where you can earn a second Bachelor's Degree in the field of Nursing (however you'll need to take the nursing prerequisites such as anatomy, microbiology, biology, etc). The amount of credits that can be applied from one associates to another second associates would be strictly dependent on what area that second associates is in. For example, a Liberal Arts degree would do better with a second Associates of Arts in International Studies rather than in Engineering. Nonetheless, unless the second associates is in a specific practical field - Allied Health for example - why would you want a second associates degree.
