You can get Stafford Loans, subsidized and unsubsidized, for a second bachelors degree - or at least for part of it. As far as I know, you are no longer eligible for Perkins Loans or Pell Grants.

I attended Colorado College 1998-2002 and got a BA in English. For that I received Stafford, Perkins and Pell assistance.

Now I am attending University of New Orleans for a Civil Engineering BS. I received about 6k per semester for 4 part time semesters (2010-2012), and expect an additional 6K per semester for 4 additional full time semesters (2012-2014). All Stafford.

I have heard, but cannot verify, that there is a maximum cumulative credits Stafford will make loans for. So if your second degree, combined with your first degree, requires more credits that Stafford will pay for, then you might lose federal assistance part way through that second degree.

I do not know whether or not federal assistance for a second bachelors eats into potential federal assistance for graduate level degrees.
