"Tertiary degree" is just another way of saying "Doctoral Degree" It means the third degree, where Bachelor's is the first and Master's is the second.

Tertiary is NOT ONLY doctoral degree. It is any degree after higher secondary school. This includes Bachelors and masters degree too.
