Yes you can. I was able to get in with a 3.4 GPA and outside of the top 25% of my class. (700 People) I wasnt extremely involved in extra curricular activities. I was in a few things, but that's it. I did have upwards of 90+ Hours of Community Service though. Your Test Scores can impact it as well. I scored a 29 on the ACT, but have a roomate at OSU who had a composite 21 and was able to get in. So I would say you have a pretty good chance of getting in. Nothing guaranteed.
Decent grades are usually considered anything between 3.0-4.0. A 3.5 specifically is rather good and translates to about a B+ average which is more than acceptable in most places when supplemented with extra-curricular activities, work experience and/or recommendations.
Are you talking about transferring from another school? I've never heard of a 3.7 GPA in high school. I think those stats would get you into just about any state university in the country and many private universities and colleges in general.

When I went to an orientation seminar I heard the average GPA was a 3.5. I had a 3.39 unweighted and I got admitted into the university. Admission is not based solely on GPA. Extra-Curricular activities are an integral part of your admission. There are some rare cases where people get in with low GPA's. One of my friends got in with a 3.0, yet at the same time one of my friends with a 3.5 did not get in. It's not as easy as statistics. Just do your best.
