I don't believe any state requires your vehicle be equipped with "fog lights", per se. Most people just turn on their headlamps. Failure to turn on your headlamps during the required times (30 minutes after sunset to 30 minutes before sunrise, or when conditions require them) can result in points on your license if the citation is written as a moving offense (operating a motor vehicle without headlamps) versus an equipment violation (inoperable headlamps).
