Depends on the age, but in the sense that you probably mean no. Butchers age steaks and these pose no ill effects to your health, but obviously raw meat that has been left out until it begins to rot would not make a good meal.
You can get sick from spoiled ground beef. Old beef is preferred to just butchered. This understanding is lost on some people. Ground beef that has sat in the refrigerator for days may not be good to eat.
Possibly. It depends what other microorganisms have been growing besides the ones that spoiled the meat. You should look at spoilage as an indicator that the food is not safe to eat. Pathogens often don't leave telltale signs that the food will make one ill, whereas spoilage organisms usually spell it out pretty clearly through smell, appearance and texture.
Yes, the beef will make one sick. The longer the beef is in the fridge, the higher the risk of eating it and getting sick as a result.

The beef is corn fed. Corn fed beef. Corned beef. Like so many things here, we just remove a word. - This is not true. it has to do with the preserving or cooking process. Corned Beef is a brisket that has been Brine. Process takes about 7 days in the solution then is cooked.
I would say yes, but I'm not especially paranoid about food poisoning and would just cook it anyways. Thorough cooking of improperly thawed beef will kill off any bacteria, but it might not eliminate the toxins formed by the bacteria.
Uncooked ground beef could be exposed to any number of potentially harmful bacteria if not sealed and refrigerated. It is safer not to eat food that has not been properly protected from spoilage or contamination.
In the English language the word has been known since the early 1800's, just beef shaped into a ball before cooking. Nothing more

Cooked cow tongue is perfectly good to freeze. The cooking process kills any microorganisms that might inherit the beef. Make sure to wrap it good so that it does not get freezer burn.
