If you sync your touch to your computer (in iTunes), your iPad will read those files and sync to them to itself if you specify it in iTunes.......just open up the "apps" tab on top of the iPad window. All of your apps should show up. You can sync music in the same was. Instead of the "apps" tab, click on the music tab.
If you are reffering to adding memory to your iPod touch by taking some from your ipad...no you can not. Memory is built into each device in the internal hard drive. The only way to gain more space would be to purchase a new Ipod. You can always delete unwanted material to free up your memory, but in no way will you obtain more memory than the number that is printed on the back of your ipod touch.
