Yes but I'm not sure the benefits of doing so would ever be worth the hassles you'd encounter getting into the very small spaces that the drive motor has to be mounted and if you have an aftermarket stereo in the Jeep you'll have to figure out the wiring. Most people want to replace a defective power antenna with a plain one.

I assume you are referring to the entire motor assembly and not just the mast assembly. I replaced the power antenna unit on a 1992 Cherokee, albeit the original, smaller model, not the larger "Grand Cherokee", so I'm not sure if my experience is entirely accurate for a Grand Cherokee (though I suspect it is the same). The only way to get the power antenna unit out is to remove the right front fender. While this is a bit of a messy job and requires a special type of star socket it is not all that difficult.
