Yes, but if you don't renew your membership, you can only buy red and blue puffles. You can still keep your old puffles and feed them and care for them.

When your membership expires you won't get to keep your clothes or your house but if you become a member again then you'll get everything back. But you do get to keep all your puffles. I did and i have fourteen now.

As a penguin, Ninga tiger, I have realised the only way is to be a member to adopt other puffles. even so when your membership runs out you still keep the puffles.

When your membership expires you still have your membership stuff but you can not use it until you renew your membership, and your igloo will go back to normal when it expires but when you renew it all the stuff will come back like the way it was. Also, if you bought member puffles you still get to keep them but take care of you member puffles because if your a non member and you lose them there gone forever! or until your a member again!
How do you buy puffles without being a member?
If you want more then two puffles on club penguin you have to become a member! Then eventually if your membership runs out you still get to keep the puffles you bought when you were a member, thus you get more then two puffles.
