As a matter of fact, you can! As long as you are not wanted for anything else, or are serving a sentence (probabtion or parole), you'll be fine. DO NOT LIE to them if you are asked! You will be thrown in jail. Nothing suggests they will turn you back if you have a record. If you committed and indictable offense in Canada, you will need an Immigration waiver to travel to the US, so make sure it's a direct flight to Mexico. The waiver is a tediously long set of documents and will take at least 3 months to process. If they grant you one, it will only be valid for 1 to 5 years, at a cost of well over $500! Basically, they don't want you there. Incidentally, having a Canadian pardon may help you with job prospects, but they are NOT recognized at border crossings. It's probably worth getting a US waiver anyway. It is a nice supporting document to have. Not all border people are on the same page.

Yes, Mexico doesn't really seem to care who comes into their country. As a matter of fact, at the Mexican border in Tijuana and San Diego, you can just walk to a rotary gate into Mexico as if you were crossing a street.

Problem will be on your return to the United States; if you have any active warrants you WILL get arrested on the US side.
