You have to check the pH level.
You can lower the PH level by using this stuff called PH Down. Go to a local pool store and ask about it.
The shock will work better if the pH was within the correct range, but get the shock in asap, then do the pH.

Yes you can the muriati acid is used to get the pools pH to between 7.2 and 7.6 then you can add the pool shock as per the instructions.
